What operators can do here

Common confusion
The grid shows both State and Status. State tells whether the banner can be shown operationally. Status tells whether the current content snapshot is still a draft or has already been published.
The translation helper works on active banners only. It skips banners without EN content for their banner type or without translatable text fields, and it reports translated/skipped/error counts rather than guaranteeing every missing banner was fixed.
Countries and Languages are restriction summaries from banner content settings. They describe allowed or restricted targeting lists, not translation completion.
